What is a Metropolitan Transportation Plan?

The Metropolitan Transportation Plan, or MTP, is the Spokane region’s long-range transportation plan looking 20 years into the future. This foundational document includes:

  • Significant projects, plans & programs
  • Key transportation challenges
  • Opportunities for the future
  • Projections of regional growth
  • Financial forecasts
  • Strategies for meeting future needs

The MTP is updated every 4-5 years and includes coordination with other local and regional planning efforts.

What does the MTP consist of?

Planning for all modes of transportation– vehicles, freight, transit, active transportation, air and rail.

An update of the region’s demographic and population projections.

A summary of regional transportation needs drawn from completed and ongoing plans, studies, and programs as well as cost and revenue forecasts.

Coordination with State, local and regional agencies such as WSDOT, the cities, Spokane Transit Authority, the tribes and more.

Public engagement to invite citizen input on regional transportation needs.

Details about cost-feasible regionally significant transportation projects.

Horizon 2050

As Federally required, SRTC is updating the Metropolitan Transportation Plan (MTP). The final plan is scheduled to be approved by the SRTC Board of Directors by the end of 2025, see below for a full timeline.

Draft Horizon 2050 Plan

Horizon 2050 is the newest iteration of the region’s Metropolitan Transportation Plan (MTP) and Regional Transportation Plan (RTP). During the planning process, SRTC staff conducted public outreach to learn more about the public’s transportation needs and priorities. Now, you have another chance to influence the plan by commenting on the draft and appendices.

Horizon 2050

Public Engagement Overview

While developing Horizon 2050, SRTC staff attended many community events and meetings. SRTC also hosted MTP workshops and meetings throughout the planning process. See below for some of Horizon 2050’s outreach outputs.

SRTC Public Involvement during the TIP Cycle

SRTC is hosting a series of public workshops so people can learn about the region’s long-range transportation plan: Horizon 2050. At these workshops, people will have the opportunity to ask questions, participate in a prioritization exercise, share their transportation needs and learn more about our regional transportation system. Horizon 2050 Development Timeline

End of 2024

 Studies and projects complete that will help inform the MTP: Regional Safety Action Plan, Congestion Management Process, Resiliency Plan, Smart Mobility Plan

Early 2025

Public outreach, conduct Needs Assessment Summary and evaluate projects

Mid 2025

Complete Draft Plan and prepare for release for public comment period

October 7, 2025

Spokane's Regional Transportation Summit will revolve around Horizon 2050 and expand on topics in the draft plan

October 10, 2025

Upon the approval of the SRTC Board of Directors, the Draft plan of Horizon 2050 will be released for public comment until November 10, 2025

December 11, 2025

Adoption of Final Plan by the SRTC Board of Directors
