The City of Spokane launched a new program called “Innovate Alleyways” last week, reports The Spokesman-Review, to give alleyways in downtown a fresh new inviting image. Many urban areas in the U.S. have recently re-vitalized the humble alley and Spokane planners believe it can be done here too.
