Regional Transportation Planning Organization (RTPO) Work
SRTC serves as both a Metropolitan Planning Organization (MPO) and a Regional Transportation Planning Organization (RTPO) for Spokane County.
RTPOs were established in Washington State under the Growth Management Act (GMA) of 1990. Throughout the state of Washington, RTPOs enable collaborative transportation planning that extends planning efforts to rural communities beyond the reach of federally designated MPOs. RTPOs are responsible for ensuring that local transportation planning is consistent with regional and state goals, that equity and environmental justice are included in the planning process, and for shaping transportation investments and policies that support state objectives.
Growth Management
This RTPO work relates to SRTC's Comprehensive Plan Certification Process, ensuring local transportation plans align with regional and Washington state goals.
Equity Planning
Washington State RTPOs,like SRTC, are required to conduct equity planning and environmental justice work under the HEAL Act.
Equity Working Group
One result of the Equity Planning Framework approved by the SRTC Board of Directors in 2022 was the Equity Working Group: a citizens' group discussing equity in transportation.
