Public Records Request

Under the Washington State Public Disclosure Act, all SRTC records are available to the public by request, except those specifically exempted by the law. In most cases, requestors do not need to explain why they want the records. However, requestors are only entitled to public records under reasonable conditions, so more information may be necessary to process requests and establish if it violates the law. SRTC provides access to existing public records but it is not required to collect information or organize data to create a record not existing at the time of the request.

Make a Records Request

To make a public documents and records request, complete the form below. It can be sent to SRTC by the following:

There may be fees associated with the costs connected to copying public records, postage and/or delivery costs. You will be informed of these fees when SRTC staff responds.

Not using the Request Form?

If a record request is made that does not use the SRTC Public Records Request Form, the request should contain the following information:

  • Date and time of the request
  • Name of the requestor
  • Address of the requestor
  • Contact information (telephone number and e-mail address)
  • Identification of the requested public records
  • If requesting any lists of individuals (natural persons): signed certification (see Public Records form) that the list will not be used in connection with a commercial business or profit-oriented venture (RCW 42.56.070(9))

SRTC Response to Requests

SRTC staff will respond within five business days of receiving the request by either providing the record(s) and/or copy of the record after payment of any applicable fees or acknowledging the receipt of the request and providing a reasonable estimate of the necessary time to respond based on the need to:

  • Request clarification of an unclear request
  • Locate and assemble the records requested
  • Notify persons or agencies affected by the request
  • Determine whether any of the records are exempt from disclosure
  • Request a deposit before duplication of records
  • Deny the request. If a request is denied, a written statement shall be provided to the requestor of the specific exemption authorizing the withholding of the record (or part) and a brief explanation of how the exemption applies to the record withheld.
